Virginia Gov. Abigail Spanberger signed off on $18 million in grants for an L3Harris expansion in Orange County — including $5 million set to go directly to the defense giant — even as her husband works there as a lead software engineer. The money backs a huge new solid rocket motor push tied to L3Harris’s more than $1 billion expansion, with state incentives aimed at jobs, investment and training. The optics are combustible: a governor praising a “historic expansion” while approving taxpayer support for a company employing her spouse.
