The Supreme Court has likely dealt a crushing blow to state and local bans on so-called conversion therapy for minors, at least when it comes to talk-only counseling, after eight justices blocked Colorado from punishing counselor Kaley Chiles for not affirming a child’s gender confusion. Now Missouri officials in Kansas City and Jackson County are scrambling to save their own “functionally identical” ordinances—and, in Kansas City’s case, defend a broader all-ages public-accommodation law—after the high court undercut their claim that these restrictions are just regulation of professional conduct, not speech.
