Colorado Democratic House nominee Manny Rutinel is under the spotlight after sponsoring a bill that would force health insurers to cover “gender-affirming care” — including sex changes — with no age cutoff, and cosponsoring another measure stripping gendered language from state agriculture law. The first bill passed and became law, with penalties of up to $3,000 per violation for insurers that refuse coverage when treatment is deemed “medically necessary.” The timing is combustible: Rutinel is locked in one of the nation’s closest House races against Republican Rep. Gabe Evans, in a district Trump narrowly won in 2024 after hammering Democrats on taxpayer-funded sex-change surgeries.
