Sausalito’s brand-new city manager is in handcuffs just three weeks into the $275,000 taxpayer-funded post, arrested on felony burglary charges after deputies say she broke into multiple yachts at the upscale marina before dawn Saturday. Elaine Forbes, 53, was taken into custody around 6:50 a.m. after a noise complaint, with deputies reportedly finding her aboard a boat she did not own, trying to start it, amid empty alcohol bottles, loud horn blasts, and the owner’s clothing.
