Spain’s North African enclave of Ceuta is under strain and sounding the alarm after 1,500 migrants swam in from Morocco in just one week, triggering what local leader Juan Jesus Vivas called an “absolute humanitarian and social emergency.” The reception system is overwhelmed, hundreds are sleeping outside, and facilities for unaccompanied minors are said to be running at 2,400% of capacity. Vivas is demanding an immediate, coordinated national response as the EU’s only land border with Africa faces yet another explosive migration surge.
