Shaquan Seth was freed after five recent Queens theft arrests because state law bars cash bail for offenses like his — even after he allegedly threatened to shoot a clerk and was caught just days after leaving Rikers. The result is a system critics say doesn’t stop crime, but feeds it, letting petty theft spiral toward something far worse.
A career statesman, Poincaré ascended to the highest echelons of French government, serving as prime minister on several occasions and as president from 1913 to 1920.
